NOVOBISIRSK International Airport participated in TECHNOPROM 2013

The delegation of NOVOSIBIRSK International Airport took part in the 1st International Forum of Technological Development TECHNOPROM 2013, held from 14th to 15th November in Novosibirsk.

The forum was dedicated to ensuring global technological leadership of the Russian economy under the conditions of "the sixth technological order" and was supported by the Government of the Russian Federation.

Representatives of science, business and government as well as international experts and investors discussed such issues as measures to stimulate demand for advanced technologies, creation of new markets and high-tech industries as well as the best international and regional practices on infrastructure formation of technological development. The forum was attended by Dmitry ROGOZIN, Deputy Prime Minister, Anatoly CHUBAIS, chairman of the board RUSNANO, Vasily YURCHENKO, the Governor of Novosibirsk region and others.

Kirill POKROVSKIY, GR Director of Tolmachevo Airport JSC participated as an expert in the roundtable "Public-private partnerships in the infrastructure system of Russia" which discussed the current practices and PPP models in the infrastructure system of Russia as well as questions of legislation in this field.

  

In his speech Kirill POKROVSKIY reported on infrastructure projects realized at  NOVOSIBIRSK International Airport including those based on the principles of PPP and pointed out the difficulties encountered in their implementation. One of the major problems is the lack of correlation between the real needs of investors and the terms of projects funding from the budget. Thus, by the time the modernization of Novosibirsk airport’s Terminal B (international flights) which is scheduled for 2014 will be done, work on the development of the airfield infrastructure will still be carried out. In addition, Kirill POKROVSKIY pointed to the lack of tariffs regulation which will be understandable and attractive to investors as well as to the inefficient inter-sectoral collaboration while implementing infrastructure projects.

  

"In general, we note the increasing effectiveness of the cooperation between federal and regional authorities in the framework of public-private partnership programs," said Kirill POKROVSKIY .

NOVOSIBIRSK International Airport is the largest air hub in Russia east of the Urals on major transit routes between Europe and Asia. The domestic terminal capacity makes up to 1,800 passengers per hour, while the capacity on international flights – up to 750 passengers per hour. The airport has two runways. In 2013 it expects to serve over 3.7 million passengers.

The International Technological Development Forum TECHNOPROM 2013 was focused on the tasks defined in the inaugural decrees of the President of the Russian Federation from May 7, 2012. Therefore, the results of the Forum will be used to prepare a report to the President of the Russian Federation concerning measures to ensure the technological leadership of the Russian economy as well as recommendations to the Government of the Russian Federation of how to implement such measures into Russian Federation State programs. The main partners of the Forum were the Government of the Russian Federation, the State Duma of the Federal Assembly of the Russian Federation, the Advanced Research Foundation of the Russian Federation, the Agency of Strategic Initiatives for the Promotion of New Projects, the Association of Innovative Regions of Russia and the Association of Technical Universities. During the forum there were other significant events such as the Joint 14th Russian and 7th Siberian Venture Fair, the 9th Novosibirsk Innovative Investment Forum and the International Forum "SibPolyTech".
