Head of the Federal Customs Service of Russia Visited Novosibirsk Airport
November 23, 2016, the head of FSC of Russia Vladimir Bulavin visited NOVOSIBIRSK International Airport within the framework of his working visit to Novosibirsk.

Vladimir Bulavin inspected the work of Tolmachevo Airport Customs Point of Novosibirsk Customs Office and the Tolmachevo International Mail Processing Center. The technologies applied to handle international mail and perform customs operations as well as the perspectives for development of the largest international mail sorting centre beyond the Urals were presented to the head of FCS of Russia.
In the framework of the visit the head of FCS of Russia Vladimir Bulavin had a meeting with General Director of JSC Airport Tolmachevo Evgeniy Yankilevich, where the issues of e-Freight technology implementation for air cargo were discussed.
In 2012 NOVOSIBIRSK International Airport was the first in Russia to serve the test transit flight of Aeroflot on the route Hong Kong – Novosibirsk – Moscow in the course of implementing the pilot project on introduction of the international standard for air cargo processing and support (e-Freight) in the Russian Federation.
In 2014 Cargolux Airlines performed test flights using this system. Cargolux Airlines flights are used to continue testing of e-Freight system within the pilot project.

"During testing process interaction between participants was established, functioning of communication channels and information systems was checked, customs procedures for transit flights were fully completed. Moreover, a possibility to provide reports to the FCS in electronic format without hard copies was ensured", Evgeniy Yankilevich pointed out during the meeting.
E-Freight standard developed by the International Air Transport Association (IATA) allows processing and supporting the cargos without paper documents and forms a part of the integrated program Simplifying the Business (StB) aimed at improving the performance of aviation industry enterprises.
Transition to the new technology will reduce costs of the process participants and cut the time of shipments processing. Use of electronic document flow under the e-Freight standard considerably simplifies flight performance procedures of cargo airlines with regard to customs legislation and speeds up procedures.
NOVOSIBIRSK International Airport is the largest air hub in Russia east of the Urals on major transit routes between Europe and Asia. The capacity of domestic terminal makes up to 1,800 passengers per hour, while the international terminal capacity – up to 1300 passengers per hour. The airport has two runways of ICAO I and II Categories.
Tolmachevo International Mail Processing Center is the largest international mail sorting centre beyond the Urals. Since the beginning of the year IMEO "Tolmachevo" handled more than 13 million of international mail, which is 4 times more than over the same period last year. The main part of parcels (more than 90%) comes from China. Tolmachevo Airport within a framework of a joint project with FSUE "Russian Post" has invested more than $ 1.5 million of own funds by preparing a special premise of 2000 square meters equipped with necessary facilities and performed further modernization meant to improve capacity of IMEO. Developed route network of the airport connects Novosibirsk with the largest cities of China and Southeast Asia, providing full load of IMEO "Tolmachevo" facilities. Mail delivery is carried out by both base carrier of Tolmachevo airport S7 Airlines and other Russian passenger and cargo airlines, the airport cooperates with. Moreover, efforts are taken to involve new partners specializing in mail and freight logistics.
